Custom exhaust woes

Custom exhaust woes I live in PA and we have to get state safety and emissions inspections. While my vehicle passed the emissions it did not pas the safety. Why? Because my exhaust has no muffler. Well ****, now I have to get it modified. Also, the guy who put on the exhaust lived in Ohio where this wasnt a problem. So now I've decided I should just go ahead and get headers and a new y pipe. Are there any particular brands that I should look at for mufflers and headers? I want a muffler that wont reduce the sound at all, because I love it too much.
