Pressure drop across the throttle blade, at low throttle
/ high vacuum, makes for an expansion cooling effect. In
cold, near-condensing atmosphere conditions you can
turn fog into ice right there. I've had a carb ice up on
me, driving through Canada once. Same deal.
That's what throttle body heater passages are meant
to prevent.
That, or sensible choice of geography, take your pick.

I drove my Ls1 through Winter in Chicago last year TB bypassed with no problems at all. even in snow, freezing rain, and near 0 deg temps I never had a problem. I also did the TB bypass on my old 3.4l v6 camaro.. that was 6 years of chicago winters with no problems at all. so yeah in kentucky you'll be fine.

I think BMR sells a kit, but ti shouldnt be that hard to find the parts and do it yourself. This should help you out
