Default Porting Question

I am going to port my first throttle body. I have done searching and it all looks fairly simple. I am left with one question. The bump stop part of the project. I filed down my bump stop back when I got my car in 98 until I got 4.74 volts, however I am now noticing that the throttle plate still does not look quite fully open. Is it correct to make the plate open full then re-adjust the TPS to read max voltage? Or does it even matter?

If your asking if the throttle plate is supposed to open completely the answer is no.
