LT Header Question?
As for tune or not, it depends, are you going further with modding ie heads, cam, gears, stall, etc etc, if you are, then wait till you're done, then get it tuned, if headers is all you're going to do then it's not required, but could be considered a good idea, to get everything working at its best. You'll be the best judge, if you notice a marked decrease in MPG, then maybe a tune will help, if you don't notice any difference (other than the power increase) then you likely don't need a tune
As for whether it's smart to put LTs on a 66k 99, if it runs good, no clanking or other engine dying noises, then there should be no problems putting LTs on it. Be aware you may have to change O2 sensors more often, due to moving them from the stock locations, but that should be the only (potential) recurring issue (other than the typical y pipe banging the floor/frame rail/ k member)

Now depending on how your bottom end is I would be careful on putting heads and a cam in that car...JMHO....
you need to know that your engine was taken car of so that the bottom end is strong. Otherwise when you put the cam in and new heads on teh new added compression could make the bottom end let go.
I have seen a lot of people put H/C in a higher mileage car but I just like to do things safe
