I had some whinning in a 99 SS I owned and found Lucas Power Steering Stop Leak to work great, I siphoned out the fluid in the pump then poured in the Lucas oil, ran it for awhile then repeated the first step. I wouldn't compare the Lucas products to STP and I wouldn't call it "goo" either. www.lucasoil.com/Products_List.cfm

Default Lucas oil stops whinning steering pump

I was doing some free mods like removing the anti-freeze line routed through the throttle body.

After the mod, my steering pump whined real loud. I added some Lucas Power Steering goo and it stopped immediately! It sort of reminded me of STP for your steering pump....

Anyway it works.....

I put a few oounces of 30 weight engine oil in a PS pump once and it quit whining as well.
