not only intake manifolds, the 2001-2002 exhaust manifolds also flow better than previous years

Is any of this based on fact?

I've seen dyno sheets (and common sense) that tell me as long as primary and collector size are equal, shorties will make the same PEAK power as longtubes.

Obviously they won't scavenge as well as longtubes, as that is a function of the header length and whether or not the primaries are equal length.

So when you're racing, you really are only below 5k rpms once....and staying smog legal is so convenient....shorties anyone?

that scavenging effect that your getting with LT's is what eats up and spits out horsepower/torque... there's many dyno comparisons to prove this

...nice gravedigging by the way

It looks like you have QTPs already. I'd just stay with those. If you're worried about inspections just swap them when the time comes. If you're worried about the Man, just keep your eyes open and don't draw attention to yourself. There are a bunch of people I know running LTs and if they were driving like jerks, even when they were pulled over, they weren't given too much guff. I've been jacked by the Man, and just pulled the LTs off, put the manifolds back on, went to the ref', and continued with life. As long as you aren't driving like a jerk, I'm sure they aren't going to harass you.

Good luck.
