It uses the venturi principle. Fluid flowing through an area causes a low pressure outside the stream, sort of like a carb. Air flowing past the jet causes fuel to be sucked up through the jet and mixed with the stream. This means the opening of the jet is at a lower pressure than the fuel in the bowl. This difference in pressure is the motive force for the fluid movement.

In headers case, the exhaust coming out of one primary into the collector is supossed to create a lower pressure in the other primaries. If you make them the right length, you'll have pulses hitting the collector at equally spaced times.
