Default Duals w/ no crossover vs. Dual cutouts

If peeps are running open FLPs or dual cutouts why should one get a crossover on a true dual setup?
Will a X make more hp than open headers?

I've read in some magazines that a properly placed X will make more torque and not lose hp over open headers, but who knows.
