I think part of the problem is the angle when pulling up. I got under the car and noticed that I needed to pry it away from the block while slightly twisting and moving the tube upwards.
As for the broken end down in the pan; I would be finding a strong magnet to see if the piece can be worked toward the drain.

I just did mine a couple weeks ago and it was very much a pain, I had my father there pulling on the top of it, and I removed the started to get vice grips on the bottom. It took us a while but It finally started moving up. The dipstick tube was trashed when it was out, but at least it didn't break like yours. Did the dipstick tube just break flush with the tab on the block?

well the dip stick broke just inside the block. we were gonna try an ez out but we didnt want to push it all the way in. have the idea of pushing it all the way in then using the magnet to get it out as if i would just change my oil. but the shop director said hell no.

If the piece is still accessible then take the shop's advice. I thought it had already gone into the pan. There's also a chance the section could never make it to the drain plug. I do not know what all would block its path. This is one of those times when you must go into extra care mode.

I believe you could unbolt the pan, and take the 2 long motor mount bolts out. Then lift the engine as much as you can. This should give you enough room to drop the pan down and use a pry bar or something to pop the bottom of the dipstick tube up, where you can grab it with some vice grips. the tube itself shouldn't go in all the way, if it was broken off above the ridge on it. I am assuming it broke off above it. Good luck man, its times like this that modding something can really try your patience.
