Put a gear in the car. Go for a 3.73 and you'll have tons of torque. Remember, it's torque to the wheels that matters, and a gear will get you there most quickly and cost effectively. The LS1 has plenty of grunt already, so don't loose sleep over giving up some bottom end with engine mods. After all, once you get lots of low speed torque, you're going to have to get it to the ground.

an H-pipe will net you even more low end torque by pushing the horsepower curve down a little (at the expense of a few peak horsepower).

if you want more low-end FEEL, nothing will net you more than steeper gearing (3.73, 3.90, 4.10). the car won't gain any torque, but since it RPM's faster, it'll feel a whole lot more torquey down low.

true duals w/H-pipe + tune + torque management delete + 3.73's/3.90's/4.10's = low end torque MONSTER

4:10's make a huge difference but then you have to try to hook up without breaking them.

LS6 intake FTFW! I felt a NICE low end TQ increase on my 2000 after it was installed!

LT's... W/ maybe a Dual X dumped. Also, FWIW, I deleted my cats and it seems to pull a bit easier now off idle/dead stop. I got my power now in the gears under 3rd..

agreed but going from stock to anything, especially duals, will give you more torque in general. H sounds better too IMO
