thats so illegal, noone sells it.
you can either make one.... or just put good cats in your ORY....
what some people do, is take the heatshield or outer shell of the cats, and weld it over the tube.
but like i said, its illegal.
and you wont pass any sniffer test.. only a visual.. and thats just a maybe.

If your talking about passing emissions by visual check alot of guys just open their cats up and gut the inside. Im not really sure if there's anywhere online that will sell a fake cat

Don't they put the sniffers on the tube to see what the levels are? And your service engine soon light will come on for "catallitic threshold failure" which, then won't pass emissions. You would then have to buy O2 Mock Sensors to fake the signal

I live in Virginia, and im not sure if its required for emissions but my friend said it was so im trying to figure out a way to get away with it.

OBD1: sniffer
OBD2: plug n play
OBD1, may pass, but tune will have to be optimized for emissions, not power, and may need some alcohol in the tank to pass. Note that a big cam is gonna be a BEAR to pass in an OBD1 car with no cat. Another method that works in states that use a dyno for the sniffer test is to lower the car so far it would be damaged putting it on the rollers. In Maryland they give a waiver in that case.
With OBD2, O2 sims or (preferred) modifying the tune to prevent codes and Check engine light. Almost any cam can be made to technically pass without throwing codes this way... and MOST emissions places will ignore the obvious sound of a modified engine.
Regardless, cats should not just be gutted if performance matters to you, as the turbulence will rob a significant amount of power. You'll need a 'test pipe' welded inside the 'cat' to keep flow happy.. and NO legitimate exhust shop will do this, as the fines are amazing for a shop. (Performance shops, now, will and do do 'off road only' modifications for the 'race only' customer cars.)
