Anyone with Breslin header bolts?

Anyone with Breslin header bolts? Just wondering if you are still supposed to torque them to 18 ft/lbs before tightening the hex part...

^Thats the process for the bolts. But when you turn the inside part of the bolt, it expands into the threads in the head..and I already had to buy a new set of heads bc of crappy bolts ruining the threads, I don't want to take any chances...

I know people have them...and they're supposedly the best you can buy. From what I understand, Breslin is out of business now or something 
I was just curious how much to tq them down to... i supposed it doesn't matter that much..18ft/lb isnt anything really
