Default battery terminal connection issues....

I spent a lil time searching through past posts here but didnt find anything on the subject

my 2000 Z-28 wont start, i checked the terminals, they're clean, and even cleaned them some more, sandpaper and scotch pad, the battery is reading 12.65 volts at the terminals

inside the car, i flip the key over and its just reaching 10 volts, try and start it and she turns over, but way too slow to start

so has anyone had trouble with the wiring harness leads tying to the battery? I'm curious to see if i need to clean any other connections or if i need to cut off the rubber boots that hold the screw things to the battery

Any help appreciated!
thanks in advance

I'd bring the battery to somewhere like auto zone, they'll do a load test on it for free. One of mine acted similar and battery was going bad, even though it showed 12.7 for a few days I could tell something was wrong. Didn't have enough amps to turn the car over.
