I was just thinking. What about a small one way check valve in the vent line. At idle and part throttle, the vacuum on the manifold side is high and this would allow air to travel to the valve cover in the vent line. The check valve would be one way to valve cover. At WOT, the check valve should see a vacuum and go shut forcing the engine to still pull all air through the can.

Of course you would need a valve that had a light spring inside to keep the valve closed if both ends had the same amount of vacuum.
