Default Measuring Exhaust Tubing

I'm planning on doing a full exhaust within the next week or two, and I've been toying with the idea of running an H-pipe. I've got an old off-road 5.0 piece that's been laying around, so I'm going to hack it up try to make it work.

My question is, how do we measure tube diameter? Is it measured by looking at the diameter on the outside or inside of the pipe? Measuring the outside, it comes out at 2.5", which is good. Measuring from the inside, it looks a tad closer to 2.25", which would be weaksauce.

Is this an accurate way of doing things?

If the pipe is big enough, I believe I can make this work with a little hacking and finessing.
