I would run the the 7.40 because loose is fast in my opinion. Hope it works out for you.
You shouldn't be allowed to speak. Loose is fast? I'm not sure what that's supposed to mean. If not 7.450 at least use 7.425
7.400 IS too short.

If the heads get milled to 60cc and used with a Cometic 040 head gasket the stock length pushrods will be ok.

On an unmilled head, with an 02+ LS6 cam, 7.400" is too short. Plenty of people use them because they don't want to buy pushrods but that still does not make them the correct length and the geometry will not be correct. It's not right to tell someone that something is fine just because you have seen it work when it disagrees with proper measurements and tolerances. It's important to measure for and use the proper length pushrods in any application.

I'm not going to sit in this thread and argue by any means, so I leave you with the information that 7.400 is not the appropriate length for an 02+ LS6 cam. For an 01 LS6 cam, 7.400 is appropriate because the valves were not sodium filled/hollow stem with longer stems so the cam's base circle is standard with all other LS series cams.

The 60cc and 040 head gasket will get the dynamic compression ratio to 8.5 - 8.6
