Peak power will increase without a cat, but you move the powerband lower in the rpm by increasing backpressure.
Alot of guys don't really understand how to tune a powerband in the first place, so they don't understand this concept too well.
While free-flowing intake and exhaust help increase peak power, they do so while moving the powerband higher in the rpm. Now, you normally still see an increase over the whole rpm range except around off-idle.
This is the whole concept of high-rise/low-rise intakes, shorty/longtube headers, etc. Every part on the engine has to be selected to compliment the other. Example, the original 327ci. I've seen a lot of guys complain that their setup on these engines didn't yield what they thought. When asked, I usually get answers indicating that they used intakes meant for low-end torque, and headers without enough primary diameter, etc. They don't realize that the engine is a high rpm producer, not a stump puller.
