Keyword is ability. A well designed solid roller system can turn well over 9000 RPM, but it takes the proper heads/camshaft to make any power in that RPM range. I am of the opinion that if he is gonna drive this thing on the street at all, he should focus more on displacement and less on turning more RPM.

Remember, RPM stands for "Ruins Peoples' Motors".
