Why Ampco 45 for the thrust plate? Doesn't GM use steel?

If I'm not mistaken, Ampco 45 is often used to replace berrylium copper in valve seat inserts.

are the lifter windows big enough to remove them without the removal of the heads? i love that feature on the new gmpp lsx block.
