I've replaced these a few times without drama and never once did I heat the pulley. Hot potato lol. I just make sure it is going on absolutely straight and I use a threaded rod with a nut and big washer to push it on.
Get the proper bolt extractor and hopefully it will come out easily. Inspect the treads in the crank. You may need to clean them up or do a helicoil.

**update**
Well I spent almost 3 full hours drilling and drilling and drilling until finally I had a relatively large hole all the way through the center. Then, I used a much larger bolt extractor than the one used previously, and I went SLOWLY. It took about 30 minutes, but it finally came out. Then I installed my new Harmonic Balancer Installation Tool and pulled the thing on in 5 minutes. As of last night, my car is 100% back together, running, and driving. I installed the TR230, Comp 918 springs, 7.4" hardened pushrods from TR, ported/shimmed LS6 oil pump from Texas Speed, LS2 timing chain, and Powerbond UD pulley. I'm getting my tune on Tuesday, so I should have my numbers posted shortly thereafter.
