Default Did i screw up ?

Ok lifters are in thx for the replys .
Cleaned block deck off cleaned heads.
Put rolled paper towels in bolt holes , followed by blowing out with air .
Now as i run bolts down its an easy turn , and then it gets a little harder to turn the bolt , i stop and hear a hiss/crackle noise and it stops and then the bolt turns easy again ..... and i had to repeat this process on a few headbolts , not all .Now im not using alot of force just one hand 3/8's ratchet . I still have coolant in there or what ? if so am i in danger here ?I thought i got it all out but i guess not . Now if i do need to pull the head bolts back out and re-clean, can i go in torque order and remove a bolt and clean ..again and replace bolt with new gm bolt, re-torque ? If i screwed up i wanna save money where i can , dont wanna replace head gasket again ...
I will start from scratch if i have to , i dont wanna scrap my block .
A hydrolocked bolt wont screw all the way down right ? If the bolt goes to the bottom im safe arent i ? I would think the fluid in the hole would prevent the bolt from goin all the way down .
