You're injectors are always spraying all the time unless you are under DFCO. 99% duty cycle means you were maxing out the fuel flow of your injectors at high rpm. You may see better mileage by having a set of flow matched injectors but really you cannot judge your mileage by how far your needle is moving. Fill the tank, reset the trip odometer and drive it until you need fuel. Divide your trip odometer reading by the amount of gallons it takes to fill it up. If you are getting less than 200 miles on a tank you are getting under 13mpg.
