Big differnce between necesary and benneficial.
Anytime you change the flow of air into or out of an engine, a tune is a benneficial to optimize the setup. Is there enough of a window of adjustability in the stock pcm, maybe, the fuel trims will be able to operate in a wide range, but it's not optimal.
It's not like it's still 1999, and the only options were a maf translator or a beta version of ls1 edit.
