Default ? about oil pressure

I have a 99 SS and i have a prorblem. I read 40psi on my oil press gauge but i dont have any oil in the heads any help would be appreciated. thanks in advance.

40psi at idle? what about cruising and WOT?

the pressure rises. im thinking maybe spun or cracked cam bearing? not allowing the oil to come up to the top.

How do you know it's not coming up to the top? Are your lifter's not pumped up at all? Are you not geting oil to your heads, valley area, both? I would doubt you spun all your cam bearings IMO..
