EDM will definitely work, but it may be pricey. The only drill that will truly cut into hardened steel without work-hardening the metal after it gets too hot, is a carbide drill bit. As drill bits go, they're VERY pricey. Probably in the neighborhood of $40.00 for ONE. Plus, they're pretty brittle, so it may only be good for this one use before the cutting edge chips away. Also, what happens if you get the bolt drilled, the easy-out in, and then the easy-out snaps in the crank. Now you're REALLY SCREWED.
I recommend going with a good used crank. It's probably the cheapest route.

had this happen to friend and i just this weekend 
only about 1 inch broke off bolt in the crank.
have a hole drilled through it anyway does anyone know where to find an "easy out"
should come out decent with one of those

I couldn't find an easy out that would fit down in there. Mine snapped off all the way in the bottom of the threads. If you can't get one in there, you might try a reverse threaded drill bit? :dunno:
