Default high idle and auto rev when movimg

My car idles at 1800 when I'm coasting to a stop in gear or neutral, and if I don't hold the clutch in it willll usually rev to 3000 until I'm stopped then it steps down in 500 rpm increments to 900rpm. I've changed. IAC, TPS, MAF, MAP, air lid, searched for vacum leaks, even tried new TB always same. Throttle cable and pedal act normal. This problem happened before heads, airlid. Appreciate the help I hope its not the pcm
