Default Rocker Torque Sequence

Do I have to set #1 at TDC and follow the sequence from there, or can I just leave it all as is and go 22 ft/lbs all around? I have found mixed opinions on this, so if someone can clarify I would appreciate it. Thanks.

Just torque them all then rotate the engine and check twice..

I didn't rotate the engine. Guess I'll pull the valve covers off tomorrow, turn the motor, and recheck them. When you guys turned the motor and rechecked them, were they all still at 22ft/lbs or did you have to tighten some a bit more?
