I went with the 9"/3.89 gears and other suspension stuff first. I knew it would be a while before I can do H/C. In the mean time I got a set of M/T drag radials and with the suspension and gears I can beat on it pretty good and it is fun and I have confidence that it won't break. When i get the H/C package it will be icing on the cake.

I would do A. But I would do it without doing the cam so you could save a little. Then get a good match H/C combo. You would have to tune it twice, one for the cam and another for heads. Do that part once would be more cost effective.

Other than tune it doesn't save me really anything to not do the cam. And I get relatively cheap tunes to begin with.

Heads would already come preassembled with springs. If you do just a cam you'll have to swap springs on the heads while they are in the car. If you do heads and cam, just bolt on the new set of heads.

^ Hence why I said it was cheaper up front to do HC now and save the rear till next year. If I don't do cam this year I think i'll go nuts. Its been sitting in my room for a year already.
