Default Filing Piston Ring method?

Need to file fit to correct tolerance do I need the Tool (Ring file/grinder) or can this be accomplished with careful hand filing (from out to in and debur)??

The piston ring grinder does a cleaner job and gives a square cut. I used the manual one that is like $40 to do 3 motors.

i agree with sssalah dont try to just file and leave burrs and all just use the proper grinder and it comes out clean

a good machine shop should be able to do it for you for around 50 bucks.
