Default Question when torquing stock rocker arm bolts?

Reinstalling my stock cam, pushrods, and new LS7 lifters. When torquing the rocker arm bolts to 22 ft/lbs should I do them while the piston is top dead center, or use the LS1howto method and torque them all down to 22 ft/lbs, rotate the crankshaft 180 degrees and recheck the torque on the bolts? Thanks!

you should do it when the valves are closed. this way your not pulling on the threads to compress the spring

That's the recommended method and makes good sense to take the extra few minutes to do it that way.
