u gotta give people a little longer than a half hour sometimes to answer a question. the stall is for getting off the line harder (getting a better 60ft time) and helping to lower ET. its not gonna do much different than the stock converter when ur already halfway down the track in second or third gear unless u go with some radical 4500rpm stall.

In a short answer. When you pin the throttle WOT the stall speed is the rpm the motor reaches before the car actually launches. If you could run a data logger you would see 3400 rpm at 0 mph for a split second before you gained mph at wot with a 3400 stall converter. Ideally you want a big enough converter to get you into the start of the motors power band as soon as possible. I run a 4300 stall and is still very streetable. The car will start rolling at around 1800 and can drive in stop and go traffic without any problems. The converter is the best upgrade I have done to my car so far.bigger is better.
