Need advice with LS1 rebuild

All the rods look good. My plan is to get the block honed, new cam bearings and put back together mostly stock with a cam. I wouldn't mind raising the compression but I'm not sure if I could mill the heads much and be safe with a mild cam. Everything other than piston 7 look good, rods and all.
What from a 70k block should definately not be reused?
What bolts are torque to yield and need to be replaced?

I talked to a shop and was surprised how much was involved in assembling the block.
Seperate Rods & Pistons - $40
Check Rods - x
Press Rods & Pistons - $75
Polish, Clean, Mic Crank - $74
Balance Rotating Assembly - $295
Check Main Housing Bore - $56
Check oil cleanerance (big end of rods) - $72
File Fit Rings - $120
Assemble short block - $375
I wasn't expecting $1000 not including the pistons and already having the block bored, etc. It would have been cheaper and saved a lot of time to get a shortblock. Do I need all of this like checking oil clearance of the rods and file fitting rings?
