there is a specific tool for it but most ppl use a couple of long rods that slide into the block to keep the lifters up, look up ls1howto.com or try a search to find the specific size of the rod

Small wooden dowel rods, sharpen one end on each. rotate the cam a few times to push lifters up, slide dowels in holes adjacent to cam, lifters will now be safe from falling into motor.
