it all depends on what you want out of your car, 383 is just the cubic size of the engine. there is a lot that you can do to either to a 350 or a 383. What hp are you looking for, what kind of car is it going into, dd or weekend warrior, these are all things to consider for the build

It just keeps the chain from slapping around when your rpm decreases drastically. Basically it keeps the tension in it. The LS2's came with a solid plastic block, and the LS3's came with a spring loaded one that pressed against one side of the chain.
I doubt you'd really see any advantages unless your engine is very extreme.

The timing chain damper for the LS1/LS6 is difficult to find as they are no longer made. I would put one in if you can find it. As important is the harmonic damper selection. I would go with either ATI or stock. The wrong harmonic damper can cause timing chain failure as well.

By far the most important situation where the chain dampener is important is when road racing because you tend to keep the engine at an rpm where alot of higher frequency vibrations are created and that is what most commonly breaks chains . Not to say the dampener could'nt help with other types of driving but unless You drive for long periods of time with You're engine in the 3000-4000 rpm range the chances of chain breakage are very minimal . And yes the harmonic damper is very important as earlier stated .

An extreme engine has nothing to do with it!

I broke a dual Rollmaster road racing.
A chain dampener is a band-aid & a bit of insurance against bad harmonics.

As Vettenuts stated, bad harmonics is the issue...Use a standard pulley damper or ATI only.
Normal driving & Drag racing won't effect the chain as much as road racing.
