Lifter pre-load?

The lifter pre-load is really not a constant "0.078" per turn". It depends on now many turns it ends up being to get to 22 ft-lbs since the last 1/3 turn of the rocker bolt doesn't add any more pre-load to the lifter.

Right, that's my spreadsheet. So in the right-hand column you're factoring in the 1/3 turn to 22 ft.lbs. I suppose you could say it's .078" per turn before the rocker bolt gets tight.

Your table's right hand column, and my table's middle column are basically the same calculation, and both tables factor in the 1/3 turn seen on the rocker bolt from the torque required to get from zero lash to 22 ft-lbs.

The right hand column in my table is nothing more than the resulting lifter pre-load column divided by the number of rocker arm bolt turns.

This shows that the amount of lifter pre-load is not a constant based on bolt turns, but is dependent on how many bolt turns it takes to get to 22 ft-lbs on the rocker bolt. As the lifter pre-load increased, more pre-load per turn is achieved because the constant 1/3 turn factor becomes a smaller part of the equation.
