Is this normal, or should it be flush?

Looks like you hit the pan on a stump.... Or, you put the wrong pan on and pulled it up w/ a impact wrench, or the engine was dropped while the pan was off....

unfortunately thats what I get for buying a used pickup. any detremental effects with it being raised a small amount?

I would just buy a new one, they aren't that expensive, they are less than $50.

Tweaked like it is, it may affect the seal of the o'ring @ the pump....
As mentioned, get a new part.....

mesure the pickup to the pan rail and the oil pan it may not even be a problem.
