H/C is ok but FI is where the fun is begins. Im getting some use out of my setup then switching over to turbo in a couple years. There is a local sponsor that charges 4k for a complete install with tune and parts. Evwrything is built to your car.

If your near IL lookup Straightline performance.

Point is, power and speed cost money. Cutting corners only forces you to buy things more than once, which in the long run, ends up costing a lot more than doing it once and doing it right.

To the OP - buy things that can be portable to a new setup. Buy good heads, not cheap heads that you need to replace later. Buy a good exhaust setup, good intake manifold, etc. Things that will make a 346 shine will also make a 408+ shine as well.
My point was...

A poorly balanced heavy 408 11:1 car ran door to door with a well thought out lighter 370 11.9:1 car.

408
408 11:1
crap 243s
stock fast 90
1 3/4s into a horrible merge and a catback
im going to assume 3800#
horrible tune (so rich there is gas around the spark plug threads)
slp lid
torque thrust rims

370
370 11.9:1
l92 heads
ls3 intake
1 3/4 into TSP x pipe dumped before axle
3550#
perfect tune
FTP 98mm lid
race stars

My point is that didn't have much thought/time/money in it was door to door (would have been faster with a better driver) with a 370 that was a much better setup.
The 408s potential is much greater than the 370.

I've now had all the setups discussed... Budget 346, higher $ 346, 370 nicely built, crap 408, about to be nice 408... I would take the crap 408 any day over any of the choices!

OP.... You want to go this kind of route.. Look into a budget 40X CI motor.. Even if you have to put your heads/intake on it for a few months. Then move up when you can. Will a 408 with ls1 heads/intake be a dog for what it is? Absolutely... You would still make over 400Rwhp though. Then when money allows buy a nicer set of heads and intake.

Just my opinion.. Tons of ways to go about it. If I had the means to get a stroker though, I would.

I agree, its amazing what cubic inches alone can do...I'm not investing anymore money into my engine. I'm going to get a 427+ LS when I can either afford to do so or if I blow the LS1 up.

There is no replacement for displacement, period.

6.7 > 5.7
