Hey OP, there's nothing wrong with aiming high..
I would do a budget turbo build and just freshen your 6.0 up, no stroker for now..
What that will do is get you on the right track to setting up your fuel system, trans, your new turbo tune (most likely SD 3 bar setup) and you will learn a lot in the process.
Then you can get your feet wet with a turbo, and then you can replace the 6 liter down the road with a built engine and upgrade the turbo...
I'm doing a 347 turbo build (1st time) but I am already planning in my head a bigger build down the road..

9 sec full weight street cars aren't inherently reliable. They require a lot of TLC. Unfortunately, it takes a lot of money to be reliable and consistent.
Hell, look at the Mustang and Camaro drag cars you can buy off the showroom floor for $90+K. They have a lot of power, sure, but the amount of money in the trans, suspension, safety equipment, and rearend is quite a lot.

Weird! I just looked up this dude pedro that floman was talking about...he is in the 9s with basically just an ls2 base 454 and ls3 heads, fast intake, some exhaust work and i few goodies here and there. No boost no spray! Yet you guys are making it sound like its going to be an extremely difficulty thing to accomplish. Im confused :/

im going to say it again.........cheap, fast, reliable....pick two. if you want a 9 sec dd your looking either at big cubes with a powerglide 3 spd, a superbly built 4l60E or 80-85. everything comes into play, suspension, weight, gearing, and the driver. or your going boost.

Look into some Huron turbo builds on here, most guys are doing really good with them..

it takes power to make power. i personally love procharger style blowers, instant boost but parasitic drag on the engine. eventually ill be going that route. procharger and turbochargers build boost differently. where youll see more power under the curve with a procharger but youll make more peak power with a turbo.
anyone can slap a turbo and make power. its more noble to build an N/A engine than anything else IMO
for example you can buy a stock 5.3 slap a turbo on it and run around making 500rwhp and spend say 3k....where as if you want a 500rwhp n/a LS1 346ci your looking at big bucks, but if you go with a larger displacement engine its easier to hit 500+

i'd do 408 with LSA/LS9 heads. and a D1sc or a F1R/F1C like the guys have said your going to need close to 750-800rwhp to achieve your goal. Might i also suggest switching to E85 fuel? idk how available it is for you based on where you live but the higher octane will make this build a whole lot simpler. take it from someone who is in the 9's though it may not be with an LS

Save up about $30k for starters. Honestly, you need to set a budget, then add 20% on top of that for the "what if's and oh **** moments". It's a heavy car, you will need at least 800rwhp and a drivetrain to handle it. It's been done, you're not treading any new ground here. It's just gonna cost you.

Running the actual # at the track? That is something entirely different.
Do you want to actually race frequently? Or just a run the 9's once for bragging rights type of deal? If the latter, just shoot for a dyno #...hit that..and be happy with a 750 rwhp street car. It will cost you much less. Forged stock displacement, procharger d1, lot of fuel, meth, and you're there.
