I'll put it this way, a 4000 stall with a stock cam is more streetable (and probably even faster at the dragstrip) than a bigger cam with a stock or even a small converter.
What you asked for is an oxymoron.
There might be a tiny cam you can make work well with the stock converter, but it won't lope and depending on your definition of "decent" may or may not make the power you want.
I went with a 3600 and kinda wish I had gotten a 4000.
A yank SS3600 with a 2.5 str is a great all around stall and will give you a very noticeable improvement in acceleration.

If you don't care about track times, then the stall still makes the car more fun on the street. The LS1 off-idle is nothing like an LT1 or the old SBCs. It starts to scream after 3500 with the stock cam/heads. Helping it stay in the power curve and get out of those dead zones (due to the huge drop off from first to second in the 4L60E) is a huge bonus.
The cam I did before a stall was a ZZ4 crate motor cam in my LT1 was only 208/221, drove fine but added no performance to speak of till I gave it a stall.
Lope will surge badly with a stock stall because the converter is too tight and pulling on the brakes at idle.
I daily drive a truck with a 3800 tripple disk, feels different but NO where near impossible to drive as some people on the forums like to whine about. I wish I could go 4200 noe lol
I too am speaking from experience. I installed a 230/224 cam in mine with the stock stall. Car was a turd, pulled through the brakes, and had a bunch of idle issues related to the stall.
