Looking for a used lq4 shortblock so I can space out spending money instead of all at once ie: Block now then rods then pistons etc etc. If I go this route does the block have to be machined? Or can I just clean it up in my garage with some elbow grease and stiff nylon brushes? Never done this before so thought I'd ask.

Honing is fine. I can deal with <$250 worth of machining and it will still be worth it. But if using an old block would have to need a complete overhaul by a machine shop I won't by a used shortblock and just have to save up for a new one.
Mine was $350 because of the Mallory metal they had to add. With out that added it was $175 original quote.
They had the crank for a month and was the last thing to balance and they call me saying I might be better to go after market. I was so pissed because I would have stroked it and had to just balance the stock crank as everything was already done.
