$5k I wouldn't touch the bottom end of the motor. I'd do a cam package, torque converter, and exhaust. If doing the work himself, heads can be thrown in there too...

Yank SS3600 Torque Converter - $745
Vengeance Cam Package with everything needed with VRX4 - $1359.98
PRC Stage 1 LS6 Heads with no Valvesprings - $1199.99
TSP 1-7/8" LT SS Headers - $382.50
TSP 3" SS True Duals - $409.99
Morel 5315 Hydraulic Roller Lifters - $199.99
LS2 Lifter Trays x 4 - $31.80

Then miscellaneous fluids, bolts, tools, trans cooler, GM MLS head gaskets, etc - $250
Dyno Tune - $500

That's how I'd spend $5k

That would be a 420rwhp unlocked package and be very nice to drive on the street. You replace all the high mileage parts that can wear (oil pump, timing chain, lifters, valve springs, pushrods) and you end up with a good solid package. Down the road a built trans, new rearend, and some suspension mods if he wants to have more fun with the car.

I should have said 420 locked. Unlocked probably 380-390. But still a quick car that won't drive like some kind of monster. A 228/230 camshaft is good in these cars. And with 62-63cc heads and stock gaskets (or splurge and get the Cometics .045") it'll make good power everywhere and be safe on 93 octane. Stock trans will live a while behind that too.
