Default oil in the TB?

I have noticed that after I run the car for a while and then shut it off, there is a little bit of oil collecting at the bottom of my TB blade- is this normal?

I have replaced PCV valve but the oil is still there...

I am trying to troubleshoot partial throttle ping, more info is here:

Its the poor pcv system design GM gave us. do a search on catch cans, it has solved my similar problem.

convert to the LS6 PCV... ive done over 20 conversions and 90% solved the problem by doing this... the parts are under 100 bucks and it takes about 2 hours to do...
