Default Cylinder liner not flush with block

I'm in the process of replacing my head gaskets and I noticed one of the cylinder liners was just below the deck of the block. It seems like the liner is almost crooked as the end closest to the lifters seems to be flush. Would this cause any problems once assembled? I read a few threads about core shift but none talked about a cylinder liner below the deck. Just worried this could cause problems down the line, the motor was fine before the rebuild. I'll try to get a picture tomorrow but it was enough of a gap to catch a fingernail on.

I'd have the block checked for cylinder centering & squareness and if all is well, have it decked.

Is this motor in a vehicle or on a stand?

It's currently on the stand I noticed it after I removed all the old gasket material

I'd get it decked but try to find a decent shop with BHJ block true fixture. Big difference between just making a deck surface flat and having it parallel to the crank centerline as well as perpendicular to the other deck.

Someone install a new sleeve in that cylinder? If so, it's not done right.

I've attached a photo, I'm not sure if I'm over analyzing or what but it concerned me that I could feel a distinct ridge above the cylinder liner. I do not believe the block has received any new liners.

Your engine is out of the vehicle. Get it decked.

I'll just go ahead and start ordering new gaskets and do a full rebuild on the bearings and rings after having it honed. Just curious has anyone ever encountered this before and does anyone know or would recommend a machine shop in southern Ohio?

I think you will be okay with just the new head gaskets after looking at the picture. It's your choice though to deck or not.

The factory liners are cast in and won't move so I'm not sure what is going on there.

I don't know how close this shop is to you but they should be able to help you with this.

Well after further inspection it looks like I'm going to spring for a new block. I believe the liner was having problems because the block has a hairline crack on the cylinder. I've attached a picture showing the damage.
