Default Question on a stripped bolt

While installing my new cam I was trying to torque the cam retainer plate to spec and at 20 foot lbs the bottom plate retainer bolt is somewhat stripped. Not enough to wiggle or back out but at 20 ft lbs it spins. What is a good fix for this?

Re-tap bigger threads and install a Helicoil.

There is a Time-Sert for that bolt hole, see hole # 15 in attached doc (printed from GM Service Manual).

Is this the original cam plate or the new replacement with the countersunk holes? The new one uses different screws and a different torque value than the original flat design.
