If you can't afford that I'd try to at least squeeze in the heads. Since you car is a 01 it should already have the ls6 intake with 28lb injectors. Definitely lose the Choke Master. You can sell it. Find you a decent catback in the for sale section here.

Will you be performing the work or do you got to pay someone?
I'll be doing my own work except the tune. I have narrowed it down between.

-ported 243s or having my 241s ported, ported throttle body, cutout and a tune.

-42lb injectors, bottle heater, fpss, window switch, 100shot pills and rehooking up the nitrous and a tune.

Suspension mods will be on the next go round. The car just has lowering springs right now.

Personally I would do suspension first (you have to build the foundation before you build the house) but since you aren't asking about that I would spend the $1500 on injectors, a tune, and finishing/upgrading the nitrous system.

Sounds like your in pretty good shape so far man, why not just put a few miles on it first? Get a nice set of powerstop brakes, tires, change your u-joints and wheel bearings. ball joints, tie rods, sway bar links. Replace the wear parts first. who wants 400hp on a clunky wheel bearing? not me. the car is 15 years old. good luck!

I would get a new stall and sell yours...then a set of heads after that.

I have thought about that as well.

Anyways, I am really down between the nitrous and a head swap.

It seems like to make any decent power people run a fast intake. If I ran a stock set of 243s or a ported 241 with a Ported throttle body, a cutout and an RPM dyno tune what kind of numbers could I expect? Does anybody else recommend a different route with the heads?

I would really like to finish off the nitrous, but I'm a complete noob when it comes to nitrous and think wiring all the safety gear in a already ran and wired kit would be a bit over my head.

I would regear the rear and either do cutouts or a new cat back before anything else.

Also, if that Y pipe has a bad merge, get a better merge. Here's an example of a merge that will actually rob you of power.

I plan on doing a cutout either way. It's a tsp y pipe.

I'm down between nitrous and the heads. Leaning towards nitrous.

With $1500 and what you have, I'd swap the catback, possibly get injectors (which will help you in the future and maybe even now at WOT), and buy some suspension goodies such as LCA relocation brackets, bushings, shocks, etc.
Agreed, exhaust and suspension.
