Default Mild cam/e85/emissions question

Its proven that the tsp224r range of cams on a 114 lsa is the largest cam possible for passing im240 emissions with stock or green cats. With e85 being readily available slot of guys are turning to the dragon **** in a ratio of one gallon of e85 to two gallons of 91 to pass the treadmill here in Colorado. Once done with testing fill up and drive easy for a tank. If the 224/114 family of cams will pass on good tunes and cats on 91, what's possible on the roughly 30 ethanol mixture? Anyone have any real experience? I ask because I really want a 228-230ish cam on a 112.

Thinking about just picking up a second stock ecu off eBay, keeping the stock cam, and just swapping every two years as needed. Wouldn't hurt to use that reminder to freshen valve springs at that time as well....

Seems like a lot of trouble for what, maybe 10HP up top? Why not just buy a FAST intake or some ported heads and get way more HP and TQ than going from a 224 to 228 cam. No worries about increasing emissions or swapping PCMs/cams bi-annually either.
