Default 347 build ground up

I need some input on a build I've been putting together in my head and am getting close to actually pulling the trigger. I'm putting together one of my ls1 blocks with factory crank and either 4 th gen rods or some aftermarkets, and forged pistons on top. 317s touched up with very mild port work and decked to desired cc. The cam will a ls6 or btr cam. All of which will be on e85. And to top it of a pair of twin turbos capable of around 1000hp, I realize the block won't handle a 1000hp this motor is the test mule for me to figure the car out before I get in too deep too quick. My first questions are.

- what top ring material should I use and thickness
-what compression should I run
-what plugs should l run
- what constitutes the need for a intercooler running e85
-what efi is everyone seem to be happy with
