Default Sudden lifter noise and high oil pressure

About two weeks ago i started my 5.3 for the first time (junkyard engine) and everything sounded good, no knocking or anything, had ~45 psi cold idle and would increase when i revved it. Only ran it for about a minute then decided the engine was good and i could swap my holley pan on. Just started it today since putting the holley pan on, putting new spark plugs in it, and putting 6 quarts of oil in it (3 quarts 5w30 3 quarts 10w30, just what i had lying around). Started right up but developed valve train noise and high oil pressure, now it has 80 psi cold and goes close to 100 when revving it shut it down after 30 seconds. Oil pressure also doesn't bleed off like it should, after letting engine sit for half an hour the mechanical gauge still reads 30 psi.

Does this sound like a pickup tube o ring problem? I used the o ring that came with the holley kit. Or does this sound like the relief valve in the oil pump is stuck closed? Since it is not bleeding off pressure i am leaning towards this. Engine looks clean internally from what I've seen through the oil fill plug in the valve cover. Old pan had lots of sludge in the bottom of it though. Just don't want to tear the engine apart when i'm so close to finally putting it in the car

Its not the oring.......sounds like all the lifters are clogged with sludge. Oil can't bleed off.

Spray B12 cleaner down the push rod hole to fill the lifter cup. Should break down most of the sludge. See if it gets quite after that.
