Putting a new heads and cam on Ls1 ws6 tightend rockers all up at 22ft/lb. rotated motor and checked again a retorqued done this method several times has always worked. Well this time i notice the lifter isnt sitting on cam base after rotation.. its up a little i push down on rocker it goes down. There is no play in pushrod but lifter is sponger and will compress? Is this normal will lifters pump up after it gets pressure??? Thanks for any advice

 

They will pump up when you start engine.
