I have seen where like 1 failed oil scraper ring raised hell with a cylinder as well as 1 bad injector washing the rings and cylinders down..
BTW I'm running the L59 33lb injectors as well on my L33. So far so good..
I'm running the L59 injectors on this LM7 as well. Took the injectors and rail from an 05 FF suburban.

If I did not know any better I would say the head gasket is breached between cylinders one and three. Neither can hold the air that I'm forcing into the cylinders. And when I have one at top dead center with slack in both rockers the engine will still turn over a little bit when forcing air in. That would be bizarre to just breach between two cylinders and not have any oil in the coolant or cool it in the oil.

Put the engine at tdc on #3 loosen the rocker.(closing intake and exhaust valve) Put a little air pressure in it don’t let it push the piston down. Spray a little light weight oil around the valve stem seal.(look for a leak and listen also) Is your heads ported(open intake port rocker bolt hole)

It was at TDC on 3 and I could hear the air hissing out. Shouldn't be the valve stem with the valve completely closed.

Is the hissing coming from the valve not seating?
The pushrod may be to long or a bent valve. A bent valve would cause the oil to make it past the seal.
How’s your oil catch can set up? These ls engines like to pull oil into the intake. Look inside the intake for oil.
Being it didn’t pass a leak down, after checking the valve.
You should probably pull the head that way you could 100% figure this out.

The pushrods, valves, heads, etc. are all stock. I just ordered head gaskets so I can pull the heads next weekend.

Where is the hissing noise coming from? Does it sound deep inside the block? Or right at the top into the intake?

It sounds like the exhaust. But I'm pretty sure it burped past the throttle body when the engine rotated a little. I couldn't feel any airflow coming out the exhaust or intake though.

It does sounds like both the valves are leaking by.
pull both rockers off and try it again. Do you have any wd40 you can spray the valve stem seals while it’s pressurized. I thought I could hear a little cracking like oil was being pushed away by air pressure. If it seals up better with rockers off it could be a pushrod issue. Holding the valves open a tiny bit. Also lifters,valve seats, or valves
I really think your problem is the seals on 1 and 3
for the oil and valves not seating is the leak down failure.
